Pictish Skirmishers have a ranged attack value of 4, which gives them a support value of +1. Their neighbours (Hiberni, Brigantes, and Britonae) all have skirmishers with a ranged attack value of 5, which gives them a support value of +2. This is a significant advantage. Is there a historical justification for this discrepancy?
