It seems to me that these aren't going to get covered by anything other than the existing "ally" list. Is that correct?

Before I go through the trouble of researching and writing a full list, I just figured I'd make sure.

There is no Nabatean list planned for any of the companion books. So if you want to do one you won't be doubling up :D
