When I capture a victory hex or town/airfield I am not awarded any prestige like all of the previous scenarios. Is that intended?

well, it didn't work.

DLC is unplayable when you get to this scenario. First 5 scenarios are really good.

You can take an alternate path by going to Bilbao instead.
Just load the last turn autosave from Corunna Road and chose the Bilbao path.

This wasn't fixed in the latest patch?

Haven't checked myself.

If you do a search on the forum, you can find a link to a download of a fix I made a while back.

It's actually a nice scenario.
