How about some data? Legacy, CDR, Persia's stats, your favorite color, some of this would be necessary to know before I could offer a response. :)

We lead in legacy with around 10000 the the next two Persia and Egypt have around 8000, number 3-4 in CDR, Persia will get beaten from now on in every war, Babylonian orange. Basically the game is won now I just need to finished it in the fastest way.

There are the following options

* conquer Saba, estimated gain 0.5 legacy per province (10), in 65 turn or around 325 legacy, more decadency which might not be a problem. Don't have to worry about them again.
* client Saba, gives zero legacy and a little gold. No more trouble.
* get all their 1500 legacy and have another war of annihilation in 20 turns, cost around 10 turns for the armies to move there, take it and reposition.

So what is your advice to the Emperor for the end game builds given

* new underdeveloped regions will not contribute much to legacy as their culture will first have to be build up.
* some regions are now growing into very large cities 30+ pop
* the empires size demand some loyalty buildings earlier.

You posted that "Persia will get beaten from now on in every war". Since you have humbled Egypt nicely, then do the same to Persia. Good luck!
