I love FOG2. The only thing stopping me from trying Empires is that I don't like the large battles, I think the FOG ruleset and engine works best in small and medium-size engagements.
I notice in the most recent patch notes it says this, but it's difficult to understand without context.
" Empires Battles:
o Maximum battle size before scaling is now affected by the Conversion Ratio setting. i.e. If you set the Conversion Ratio to 150% of default, the battle will not scale unless the larger side has more than 36 Empires units, and the scaling will be based on that figure and not the default figure of 24."
Does that mean you can set a hard cap on the size of FOG2 battles generated by Empires?

There was already a hard cap. It was 24 Empires units for the larger army. Does that mean you can set a hard cap on the size of FOG2 battles generated by Empires?
In FOG2 Settings > More Options (small button near bottom left of screen) there is an option to modify the unit conversion ratio between 50% and 150% of standard.
The change is that previous the downward scaling of larger armies started at 24 Empires units even if the conversion ratio was set at 150% of normal.
With the new update, if the conversion ratio is set to 150% of normal, downscaling does not begin until the larger army exceeds 36 Empires units.

So my 42 unit armies would be scaled down to 24 with units merging.

If the Conversion Ratio is set to 100% normal, yes.
However, if you set the Conversio Ration to 150% of normal, they would be scaled down to 36 with far less merging.

Not as such, but setting the conversion ratio to 50% of standard should halve the number of FOG2 units.
