Leader Quality Penalty

I am playing Arabia and there is a Leader Quality Penalty of 3, caused by a national Low Military Experience. I have only had 0-0, 1-0 and 0-1 leaders so far. I am assuming that since the best possible leader is 2-2 (for a total of 4) that the best Arabia can hope for is a leader with a total o 4 -3 = 1. Is this how it works?

Edit: I've also played Picts & Caledonii, who have the same national quality, but have received a 2-0 leader so the above can't be how it works.

It decreases the chance of good generals.

That's not a direct increase or decrease in the rating, or that would be very powerful (or destructive). Each point of variation is +-2% chance to roll a good result leading to a good leader (or a bad result leading to a bad leader). And the base is 10%.
