PBEM - Games in Red when they shouldn't be.

Sometimes PBEM let's you play an installed scenario and sometimes not. For example, My friend and I can install the exact same scenario and when he starts it, it's red for me, and when I start it, it's red for him. Same version from the same zip file, it doesn't matter. Other times, all is fine. We've noticed that sometimes game names somehow end up with underscores. E.g. "Fall_Rot" instead of "Fall Rot" but even that doesn't seem to be an indicator of incompatibility. We've checked for the folder in a folder issue and even tried renaming folders. I'm going try renaming the scv files just to extra sure. All of these go into the Scenario folder, right?? I just want to make sure that none of the PBEM offerings are Campaigns ..or should be placed in a different folder.

But it's more than just that. Notice in the example below that Bulge to the Rhine has identical names but one is playable, while the other is not. There just seems to be no rhyme or reason to the problem
