As painful as all of these bug reports are... the fact is we missed them all despite all internal and BETA testing. Panzer Corps 2 is so much more complex than the original game...![]()
The only true failure is if they are never resolved after being detected and having a great big spotlight thrust upon them.![]()
It is useful in the AO campaign, just not the SCW DLC.
If you still need beta testers for the next 1939 dlc, I have some time to spare in the next 2 weeks at least so would be happy to play through it if you are testing in that time period!

I am still confused then...since there's no way to check how many I have, though I believe it to be less than ten. I have captured nearly all of the bonus victory conditions so I should have enough points. The first time if anything, I was less successful in capturing and collecting all of those extras that garner you commendation points. So how would have been able to acquire him the first time, but not now? It is at Zaragoza/Gijon you can sink half your prestige into commendation points.
At Ebro, if you have less than 10 commendation pts, the option to buy Galland will not appear.

I think I have discovered where the discrepancy is. You also are supposed to be given the option to buy commendation points after Gijon (the path that I took this time) but that did not happen. Unfortunately the prestige sink event has a bug in it where it doesn't like dividing odd numbers. It's been fixed internally, but deployment is waiting for a patch.
The workaround is easy enough: the end of Brunete, if your prestige ends on an odd number, buy an OS Italian tank that costs an odd number to get yourself back on even footing.
Or people should be able to wait for the patch for the proper solution that doesn't require personal rejigging of anything.

Another way to look at it is that if you took the Verdeja and declined the sink you can't miss more than 2 Commendation Points or you won't get Galland.
