Welsh Spearmen

In Wolves from the sea, Welsh spearmen can be protected or unprotected. However, a Welsh ally can only have protected spearmen. Is there a reason for this ?

In defense of the realm one mobilizes everybody and his dog, for an expedition one takes only the more enthusiastic/capable fighters?
