What would be consider optimal? (I have generally built slave markets everywhere.)
What other factors need to be considered or checked?
Rome is currently based in Italy, Sicily, Corsica Chain, North Africa (Carthage area)

Isn't 1:0 optimal as citizen are generally more productive and less rebellious?

That is why I am asking to get opinions.
One beautiful about game communities: it is a rare game that at least few people have not actually set down and done experiments and calculations to the point that it is hard to believe that they don't actually have access to the code itself.

This is from my latest victory turn (#360) for Burgundy. The ratio is more than 7 citizens to one slave. Note also, that not all slaves are the same. An event exists that allows you a chance to lower all slaves unrest by one, which I judiciously employ. The region below has 23 slaves and 15 citizens with a loyalty of 96. So, unruly slaves are not a problem that I allow.
You get a slave from winning a battle or taking a region by force. So win as few battles as you must to take said region. Don't fight battles with no direct purpose.
Alternatively, you can use a diplomatic transaction to gain regions without acquiring any extra slaves. Unfortunately, an unwritten universal house rule implies that only bloodthirsty, warmongering Neanderthals deserve to win the game and diplomacy is the exploitative tool of vile cheaters.

I am getting my slaves from battle and purchasing them.
From time to time, I use the event that allows me to redistribute them. I have yet to try the event to overwork them or ease up on them; although I am aggressive about granting citizenship to non-Italic free people as a long-term social stability function.
I was planning to target 2/3 free and 1/3 slave.
Why? Well, slaves that are not disgruntled do better at farming and building than citizens (or so the manual says). Also, the addition of slaves create additional building spots beyond waiting for population growth. (Thus, greater overall productivity.)
