In the DLC, Persia only gets progress tokens for capturing objective regions. It's in the Persia Modifiers tab before you start the game, under Achaemenid Imperialism: Any Token chance reduced by 40%.

This is poorly worded, in my opinion, because you might think that at the number 1 position in Legacy your chance of a progress token would be 30% + 10% for Legacy Leader x 60% for modifier = 24%. But no, it seems to be applied as 30% + 10% - 40% = 0%.

Similarly, as Persia, you can sink to the bottom of the CDR and never get regression tokens. Only losing objective territories can unravel Persia.
