From what I can see, the AI's tanks are always 10-strength maximum, and his Infantry are 15-strength max.
But I've also seen him use 15-strength for armoured cars, fighters, bombers, and a Flak 88.
Is there a list somewhere that shows the maximum strengths the AI unit classes will be?
In the interests of fair play I don't want to overstrength some of my own classes if he's not going to overstrength some of his.

The Scenario Designer sets AI [over]strength. There are no official limits.
The nominal max overstrength is +5 of nominal given in units.csv .
The Scenario Designer can set a units strength to 25, and it's 'max strength' to 0.
The point is that the unit is overstrengthed but cannot be enforced.
Normally overstrength AI units are elite units, or in situations where one would expect elite units.
For example the 101st Airborne at the Bulge.
Churchill's Tank at London.
Life isn't fair, neither is war.
The nominal max overstrength is +5 of nominal given in units.csv .

You could play David vs Goliath ... since all AI units get a +5 buff you wouldnt have to worry about overstrength then. The costs of repair when that arty or AA get hit though

Given his post history I assume he's talking about randomly generated scenario battles.
To which the answer is, I have no idea how or what the AI decides to do there. I assume it follows the rules of overstrength in that content, meaning max OS is +5 over default strength. Every unit in the game is default 10 strength except infantry at 15 and conscripts at 20.
But OS rules can indeed be overwritten for extreme results. The 999 strength target dummies in Defenders of the Reich is the most extreme example of this. As are the 100 and 150 strength conscripts of that battle.
Most likely we will never see such outrageous overstrength in a campaign environment, but pushing a tank to 20 OS is not unreasonable. Attaching a Consolidator hero to a max OS tank yields a 20 strength unit. Add on Manstein for 25 strength enemy tank unit. That's a pretty extreme example. Such a unit would undoubtably have a very special purpose and attributes, and not just be littered across the battlefields.

Thanks, yes I forgot to mention I'm a random generator fan. I've dabbled with stock scens and campaigns of course but felt like I was railroaded by the designers into playing their way instead of my way, whereas with random battles we have a clean slate to play exactly as we please..
