Amphora Fabrica finishes constuction - but does not appear in the region

Playing the 310BCE campaign as Judea (also have the DLC).

1. Region finished constructing the Amphora Fabrica - there is a message confirming that
2. However, the building does not appear in the region list of completed buildings.
3. Instead, it appears in the list of Ag buildings that can be drawn for new construction ("Available structures").

I have not seen anything that might have caused it to be destoyed immediately upon completion (such as maybe a raid, or negative infrastructure in region).

Same issue with the 550 BCE Campaign playing the Picts.
Happened twice in a few turns but only while building amphora fabrica.
