[Gameplay Bug] [Rice field terrain in winter] [8.4.4]
In winter conditions it appears that rice fields have a combat modifier of 0.0 for attacker & defender. Pacifist terrain.

Confirmed, but I'll have to admit that I've never encountered this during play. Seems that I've never ever attacked someone on a frozen rice field before. But hey, climate change and all...

In Erik's Allied Corps conversion campaigns he was using rice fields as faux bocage.

The question is, what modifiers would it have in winter?
In some cases in Asia Winter is warm, with no snow an rice grows normally 2 or 3 times a year. In other parts of Asia winter is harsh incl. snow so then the field would not be under water and not much of an obstacle.
I think originally it was made for standard "summer" use only, not for winter (= snow terrain) settings.

But if you want to: The graphics show the rice fields frozen, so I'm good with "1.0", too.
And a minor "bug" with the numbers: you should use the English decimal point instead of the comma:
