If I understand it right we should be getting a bounus notification if we build something that will generate a bonus in a neighbouring regoin.
Situation: I don't have papyrus in this and the adjacent regions. I have a street parlour which does not get the culture bonus. Now I can build a scriptorium in this region which needs papyrus. This would then give the bonus to the parlour, right?
It doesn't say so.

I think there's actually two things going on here.
First, unless I've missed it somehow, I've only seen the new information about bonuses for nearby structures showing up on buildings that produce the trade good, and not buildings that trigger the importation of the trade good.
Second, in this case: you won't get papyrus. You think you will, because it says "Trading required", but if after that, it doesn't list the regions from which you might get the trade good, that means there are no regions within your trade range producing the trade good. As a result: (a) you will be hit with a big money penalty for the building, and (b) you still won't get the trade good in the region. However, if your trade range improves or a new production source opens up nearby, then you'll get the trade good in that region once those things happen. But not before.

If there's no region listed, you do pay triple or something, but you still don't get the trade good in the region. The payment, I believe, is intended to represent the cost of keeping the structure going on whatever scraps, recycling, substitutes, etc can be scrounged up. It doesn't go to the trading region the way it normally would (because there's no such region), it's just lost. And it doesn't acquire the trade good and so doesn't trigger bonuses for nearby structures.

That's exactly that, good rationale Canuck. We did not want to have whole sectors of the economy shut down because of a missing good, so your structures can still work, but at a higher price and without receiving the full benefit (i.e. presence of the trade good).
As for the new functionality, it checks only trade goods which are there, not the ones you could possibly trade.
