A naval battle in Sporades Insulae ends with Persian disaster
Admiral Lycophron tells that only amateurs sends their army unescorted near enemy fleets. No doubt an insult to previous Athenian leadership that did the same.
This is the X's time Persia does this, only once has the troops been properbly escorted, a few times a real navy has coincidentally been in the same sea area.
Note: the AI should escort its troops a bit more carefully, that 300 power fleet it sail around in the eastern med some years ago would do.

Frequently see hundreds-of-power armies adrift on the high seas with nary an escort to bone betwixt 'em.

Since this I think I have seen 20+ troop convoys sailing randomly back and forth, not catching all.
Do they even have a plan? or is it part of another bug, if the player wants to move overland he can press shift-right click, but it is not possible to shift-right click join army, if the AI has the same problem then its simply army reinforcements that are sent back and forth.

It's a general AI problem, so many times you find an unescorted army.
I've started plenty of wars opportunistically when I find my fleet and a giant chunk of their army with top generals, elite troops but no escorts sharing the same sea zone.

I've watched boatloads of souls rebound around at sea, attriting their way into the afterlife, escort or no (almost always no).

It was improved several months ago. Then for the DLC, I checked and it seemed the AI built too many ships, so I toned that down some. Perhaps it was not a wise move. There is anyway room for improvement on how the escorts are used, definitively.

From what I can see the AI has enough warships; they just don't often seem to be tasked with escort duties. War fleets are off doing [whatever] when troop fleets set to sea as soon as they need to path somewhere, and then they all die.
