Faction capitol disappeared

I am playing Carthage in the Persia Grand Campaign. I recently moved up to Tier 2. But for some reason, my faction no longer owns a designated capitol.

I didn't do anything to move the capitol as far as I'm aware. I'm just fighting a war with Syracruse. At no point was my capitol ever occupied by a foreign power, and none of my other provinces have it either.

This is really causing me problems, because I can't enact decisions.

Is there a way to fix this problem? Or am I doing something wrong? At a certain point, not being able to fire those decisions might be a real problem.

Is there a way to edit the save game to give me my capitol back? I see one of the links you posted has information on modding the senate back in.

I didn't understand it. I thought it just gave the Senate for free. I guess that would make it my capitol as well.

There is a bug that cause the senate not to spawn, the 2nd link should explain or link to how to fix it.
