"Implant Trade Settlements" - OP? Realistic?

"Implant Trade Settlements" - OP? Realistic?

Hey guys, I just wanted to know your overall opinion on the "Implant trade settlements" regional decision. I've been using it a lot in my macedonia game and I'm controlling some areas around the black sea, Corsica, northern egypt and it really made it a lot faster to conquer Illyria. That is "fun" but it seems a little OP and maybe a tad unrealistic.

Greeks obviously migrated and founded new cities in remote lands, but those new cities had some independence. Since the decision is basically an auto conquer +1 free pop, it might be more balanced to simply have that new "land" as a client state instead of owning the new region.

What do you think?

All those colonies just makes it easier for my OP Persians to get new Hobelites mercs.
