It happens automatically, and there's a slight fee for raising the units, which is also automatically deducted.

So I would just produce the units as usual and they automatically transfer to the nation that offered the deal?

That's what I assumed, too. But no, in fact you don't have to do anything.
What actually seems to happen is that the promised units appear in the other empire, but none are taken out of your empire or armies. What is taken from you is gold from your treasury - 75 per unit transferred, I believe, regardless of what type of provincial unit it is.
There may be another hidden cost, as well. It costs more to raise new Provincial units based on how many already exist. I assume - but have not confirmed - that the number of existing units is the number that exist anywhere, regardless of whether they belong to you or to someone who acquired them from you in a trade. If this is true - and I don't know for sure - then the cost to raise new units of that type will go up, the more of them you trade away.
It's all very non-intuitive, at least to me. My first game I couldn't figure out why the units I built to fulfill my end of a trade were still sitting around. I even tried marching them over to my trade partner, but that didn't work either.

Okay well thanks for the help answering my question, maybe an in game descriptor or something might help? I mean its a good game...just a little...confusing sometimes.

I'm pretty sure the units appear on the receiver's capital. I've been using that to get deals... but I don't know what's the drawback of it.

I've tried to figure out how much it costs you to build these traded units - starting unit cost, current unit cost, some sort of % reduced cost... God only knows, really. It's hard to figure it out _just_ by watching how your Gold changes from one turn to the next.

I think the units are produced "as if" you did it, so the next provincial units you build will be more expensive. No need to actually produce it yourself.

I honestly tought you never paid for those units.
So basically when you provide units, you pay 75 money per unit. Then those units appear on the receiver's capital.From the diplomacy update manual:
Provide or request special units. The other side doesn’t have to have the actual units in his army but he needs to be able to produce them. Only provincial units and a very few special units can be requested. There will be an extra fee of 75 Money per unit to be paid by the gifter, so as to cover recruitment and transportation cost (abstracted).

Not sure about that.
75 seems to be a static cost for provinding units via diplomacy. I think the increasing cost only applies when you are producing units for yourself.

I've tested this and provincial units that you make for your own forces do not increase in cost because you traded some to another faction. Anyone can test this.
