Stacking Decadence Reduction Modifiers
It is possible to stack enough decadence reducing structures in the same region that in time lead to that region's Decadence value moving into the negative. How is this value treated by the game? The obvious assumption is that the negative value is subtracted from your national yearly gain, but it's quite hard to find out for certain.

Yes. I did a one region experiment a while back with Rhodus. I eventually got Rhodus to zero decadence and then a negative value. Rhodus went to the top of the CDR chart. So one region's negative value would cause a reduction in overall CDR.

Are you sure Gray Fox, because i remembered adding something in the code so that there is no 'compensation'. Now if there is, that's OK I think, I could have gone the other way
