Consolidator Hero and No Overstrength Trait

If one selects the Non Overstrength trait, does the Consolidator hero still provide a unit with +5 strength? Or is this hero now effectively rendered useless?

Judging by the code, you will never get "Consolidator" hero if you pick "No Overstrength" commander trait.
