Provincial Capital Issue

Basically my provincial capitals are ending up in the wrong places and I can't move them. This might have something to do with the Satrape's Palace being non-destructible. As I understand it, the provincial capital is supposed to go to the province with the highest culture production, but this hasn't been happening for some reason.

In the example below, I made a province out of Asia Minor, and tried to get the capital to move to Lydia (where it historically was), though I knew that Lycia to the south couldn't be beaten. However, the capital instead went to Mysia which had the lowest production and the lowest culture of the 3. Am I missing something? Also is there a way to move a Satrape's Palace?

Really this is the only bug I've noticed and am enjoying the game very much. Thanks for all of your work!

There is no choice in where you put the Satrape palace actually, this is currently one of their drawback
