Movement bonus / penalty

I like the default battle mode in FOG Empires but I often use FOG2 mode if you want to get a better feel for the game.
Commanders and units have features that give a bonus / penalty for movement.
Movement in the original game affects evading, however, if I play battles only with FOG2, movement commanders only affect movement on the campaign map and during assault. This means that the commanders with bonuses are not very profitable for me and the potential penalties from the move are irrelevant to me. It is a pity, because it would give interesting choices. Similarly, the characteristics of units with movement.
The best commander gives +2 movement and +1 unit characteristic, e.g. stepesmen. Total gives max +3.
Evading in FOG: E works when a unit has at least 2 movement points more than the opponent.
In FOG2, moving 1 square ahead for (opet terrain) costs 4 AP and diagonally 6 AP.
That is why I propose to give FOG2 units + 2 / -2 AP (Action Points) for each + 1 / -1 movement.
