experience level disparity in PBEM

experience level disparity in PBEM

I'm new to PBEM and have only played a handful of games against other folks. But I've noticed a couple of times that my experience levels are vastly different than my opponents. In the USA Midwest my tanks were like 100 or 150. and his were all 250. Then in another one, don't remember the name but the Russian paratroopers have to be saved from behind enemy lines, all his units were 200 and mine were like 50. Seems like an impossible fight. I would have thought there'd be an equally experienced forces at work here like there is in spoils of war. Is this a settings thing?

I think it is related to the handicap settings, maybe compare here:

ahh. the smoke is clearing. the games I noticed an imbalance are ones I didn't start and didn't even pay attention to the "handicap even" in the description. Thanks. Big help.
