Hi,
I must be being missing something, but it seems it is currently impossible to create custom multiplayer scenarios? The only ones that can be created are single player?
Is that correct?

I have yet to play a multiplayer PC2 match. But it does seem, based on the chatter here, that people are testing their multiplayer scenarios.
I am currently working on a Stalingrad map with multiplayer in mind.

Good luck with that, I've been playing the original Panzer Corps with custom multiplayer scenarios for years and are the best feature of that game.
I did check at what challenges were being played online for PZ2 and they all seemed to be the ones included with the game, so if anybody has created a multiply custom scenario I'd be interested in being pointed to some info on how they did it.

This is what I'm working on right now. Not sure whether I want to make it single-player, co-op or 1v1. The scale of Stalingrad is too small in a few different games I've played. In PC2 Stalingrad is way too big. I took quite a bit of time scaling this properly and I think this size works the best. It's just big enough to include multiple objectives within the city, create the islands on the volga for artillery and enable both players planes to cover the city due to decrease in city size relative to vanilla game Stalingrad.

It works. I'm onto my 4th. I'm struggling to get briefings to work, but the game itself is fine. As ever the issue is game balance for multiplayer and I am learning that as I go with my regular opponent. I didn't play PC1 but have a background in SC and CM so learning fairly fast. I find now I can make a multiplayer scenario on a map approx. 50 by 50 in around 3 hours.
