Can't Move Through Ally's Client State

I did a quick search and found a number of recent comments about CS's, but I didn't see my issue posted. I am in a MP game and my AI ally has brought me in to a war. In between our borders is my ally's CS, and I'm not able to move through the CS to help my ally. Has anyone seen this before?
