Are you talking about a Scenario or the Random mission generator?
In the generator set it up with the 'Custom Army' box ticked, then you can select units that are stuck on islands and hit 'Disband' to return them (and their cost points and slots) to the force pool, then purchase them and re-deploy them on the mainland.
PS- the supply system on the generators 'Island' terrain can be very confusing, so I don't recommend islands for beginners.
PS again- your posts would be better in the 'Topics' forum where more eyeballs would see them..

Playing a random so there was a city that had to b captured on it. When you go to it you cannot get off. It wasnt a scenario where a unit started there but went to it.

Thats why maybe a dirt airfield or port. Wouldnt b a bad idea.

If it was a supply source city you'll score a kool 100 prest pts for walking into it, plus 20 more each turn if you own it for the rest of the game, so you did good to grab it.
Ordinary cities score 50 for capture and 10 per turn, so they're worth grabbing too.
Tip- Don't transport a strong expensive unit to capture island cities, use a weak low-value unit (or a split infantry unit) so even though it's marooned there you won't miss it much.
