Clarification on Awards

Most if not all of my units that have earned Awards will have some of the Awards greyed out and others will be normal. For example, I have a Pioneer group that has earned 4 awards (survivor, +1 to soft, hard and close defense) and all 4 of them are greyed out. I have a Panzer 3 that has earned 4 Awards and only 1 (Survivor) is greyed out. Why are some Awards normal and others are greyed out.

Some awards have only one level, once you get it that's it [survivor].
Others [Air Ace] have several levels, get the first, you stay on track for the second.
There comes a time on every project when it is time to shoot the engineer and ship the damn thing.
