Does finishing the game in Berlin counts as victory achievment-wise?
Want to try that path on highest difficulty for a change.
Finishing historical path counts as "victory"?

I believe for the achievements you have to win the war - so follow path to America.
On the flip side I think you only have to do it once on highest difficulty as they all say "on this difficulty or higher"
Re: Finishing historical path counts as "victory"?
There should be an option of strategical stalemate, as Guderian had warned: to not cross the Dniepr;
instead prepare, fortifie 'at Kiev' the Wall (instead of Berlin later..).
Hitler scorned Guderian, but he tried his idea when it was far too late.
Instead of huge attacking scenarios, it will be huge defending, from Leningrad to Black Sea, for the players who prefer this.

It does not in 1.0.9, but I've decided to change this, because too many people get confused by this. So, starting from the next patch, campaign achievement will trigger both after Berlin and USA.
