Some heroes will not work for aircraft?

I am supposed to get a +1 for each enemy adjacent to my unit, but my fighter does not seem to get it? Are there any other heroes that will not work with planes?

We are in need of a definitive explanation for the uses of heroes. Hopefully it will one day show up.
