what are the chances of units rallying up

need exact math for
average quality
1) disrupted > steady
2) fragmented >disrupted

superior quality
1)disrupted > steady
2)fragmented > disrupted

raw quality
1) disrupted > steady
2)fragmented >disrupted

also do things like "nearby enemies" or "threatened flank" or any other that comes to your mind modify these percentages?

It is the same in FOG2.

To rally they must pass the Cohesion Test, so the % chance of rallying is 100 minus the % chance of failing the cohesion test.

See manual section 15.2 for the list of Cohesion Test modifiers and which ones apply when.
