Hero Generation and Trait Selection Question.

I'm curious as to how exactly heroes are generated and how the traits the get assigned are selected and whether the traits themselves are modifiable.

So far you get one hero after a successful scenario, with +3 from killer team at start. Is this modifiable in some way? (more/less heroes per scenario.) The editor has a function for heroes on scenario start, but it appears to not be working, at least from my testing of it. Second, are the traits and the selection/distribution of the traits hardcoded, or are they freely moddable? Because, tweaking the values, or effects of some traits would be a nice ability.
