Editing AI opponent

Is there a way to reduce the AI unit strengths like PC? I liked the way I could improve my skill with smaller unit strengths and then increase them as I improved my play.

As in the # of strength points for AI units? I assume you could change this in the editor, but you'd probably have to do it for every scenario individually and that'd be time consuming. Frankly it'd probably be a lot easier to use cheats to give yourself an edge instead.
