Prerequisites for abandoning a region

What are the prerequisites for the 'Abandon' button to show up in a region?
I thought it is:

- an army
- a general

Anything else? Does the army have to have a certain size? Or the general a certain quality? Do you need to spend time in the region? Is it a problem if the region is part of a province?

The region has to have the recently conquered -tag. Ie you have to abandon the region within three turns of conquering it.

Oh - is there no way to abandon it later (apart from starving it out and letting it rebel)?
