Prestige per turn issue/bug

I'm playing Generalissimus with, amongst other modifiers, "Europe on a shoestring" on.

After a restart, I'm playing Bug River now.

The prestige tooltip states prestige per turn=0 (like it should be), but I receive 30.

I even receive 30 prestige when advancing from deployment (turn 0) to turn 1. That might be intended if prestige is given at the beginning of all turns, instead of starting on turn 2.

Apparently, victory hex (3,17) in Bug River scenario is generating 30 prestige per turn. Not sure if it's intended.

I suspected it might be that, a bit of prestige to keep the aux units alive.
