Entrenchment Killer Hero?? Does it not work with ART?

It says is supposed to eliminate 4 entrenchment but I am testing it over and over on this dug in anti-tank unit in a city that is a 6 entrenchment and after the attack the anti-tank unit is only going from 6 to 4.

I am positive the hero is assigned to the unit. I have it assigned to an artillery unti and the unit displays both the 2x entrenchment and 4x entrenchment negating ability on it, so it should actually be eliminating 6 entrenchment. But it is only doing its base 2X....????

Okay got answer on steam forum from a developer. Very helpful. The anti-tank unit is in a city and its base entrenchment is 4, and can't go below that level, so that is what is happening. Thank you!

Cities have a base entrenchment of 4, doesn't drop below that.
