Legion Upgrades??

I saw a couple posts here asking about this, but I'm at about turn 127, as Rome, have had 3 provinces for maybe 50 years or more. Am up to stable empire for at least the last 30 years. Yet I've never seen an option to upgrade legions. Is this truly just bad luck?

not totally sure but I think one of the recent patches increased the territory you need to hold? Check the recent patch notes

Yes. It should have happened, but if Lady Fortuna is really showing you her middlefinger, it might not have happened in extremely rare cases.
