Am I right in my understanding that only buildings in the province capital with an XP bonus give that bonus to newly built units?

That was changed in a patch. Experience bonuses outside the provincial capitol add half their base value, and stack up to a maximum of three additional copies of each building.

Thanks for the response. So does that mean that if I have a 10% manpower discount in one region in the province and a 5% manpower discount in another region in the province I will only get the 10%?

Yes, but these buildings are rare, you'll encounter far more buildings giving extra XP.
