Ruler change while waiting

So my +3 diplo ruler was overthown after a diplo request and his successor was a buffoon. Is the diplo rating applied at the time of the request, or on the decision two turns later (with the new ruler)?

When the AI actually thinks of it so one turn after your send it, but one turn before you get the answer, as there is a two turns delay.
