Building Choices Chances

I am trying to plan out some of my buildings in various provinces. I am using Grognerd's guide to help: https://steamcommunity.com/sharedfiles/ ... 1796786043.

My question is, if I select a certain set of buildings (reshuffling as necessary), will that block other building choices? For example, if I want to plan for a Fair in a region and want to also boost my commercial percentage higher can I also build a Caravan House that requires a Market? Will building the Market impact the chance of getting the Fair? Or if I want to build a Crafter District as well, would that block me getting a Bank? If true, is there somewhere I can see this like game files or the like?

Yes.

Will building the Market impact the chance of getting the Fair?

No, because you have taken off one choice from the random pool of choices to build (the Market), but on the other hand added a new building to the pool from where the choices are drawn (as Market unlocks Caravan House).

Or if I want to build a Crafter District as well, would that block me getting a Bank?

It wouldn't block you from getting a Bank, but it would make the chance much lower (because building a Crafter District unlocks a plethora of buildings to the pool from where the choices are drawn).

All the information regarding structures is in the game folder in Data/Structures.csv (which is best viewed with a spreadsheet program, personally I use LibreOffice). The only mechanic for mutual exclusivity that I can see is the upgrade system, so in most cases where it applies, one building is just a better version of the other. The game lists what a building upgrades to or from in the building picker.
