Region not on list for peace deal

I’m playing Athens at war with Macedonia and I’m proposing a peace treaty and Aeotolia is not on the region list (I occupy it). Is this a bug or am I missing something, e.g. something to do with the oracle?

OK, so I decided to conclude a peace deal without asking for Aetolia (because I couldn't) to see what happened and I was able to keep it. The only other war going on with me is with Pergamon and they've not been near the region (yet). There was a war going on between Epirus and Macedonia at the same time I was at war with Macedonia (we weren't allies) and I don't remember who had the province at the start of the war but Epirus had hold of it at one point and then Macedonia captured it and I took it from them. When I was holding it I didn't see the wartime occupation flag. I wonder if this is WAD because either it was Macedonia's and should therefore feature in the peace treaty options or it is Epirus's but somehow I now have it. I'll check the status between Macedonia and Epirus later but perhaps they are still at war and maybe it will be returned to them at its conclusion.
