Does that mean that I should avoid a march the current turn?

Or does it mean that I should avoid a march next turn?

in effect the next turn will be 'winter'. The impact of this will vary from reduced battle frontage to blocked regions (mountains will be impassable). In the deserts you can get sandstorms - similar effect. Note that both blizzards and sandstorms can hit at any turn, just more likely in the winter turn.

So it depends, if your moves are in say Spain or Gaul, you probably won't notice the difference. If you are say Armenia, you might find it very hard to move your armies

When you march does not matter in any way (unless you march (or sail) to a region which will have bad weather at the start of next turn). Any regions have a chance to have bad weather during a "harsh weather" -turn, and the "usual suspects" (mountains, alpines, desert, seas) which even normally have a chance to suffer from bad weather every fourth year, have an even higher chance to be affected by bad weather. Incidently, swamps can be frozen too, but that is not a bad thing as such (as Rome you keep on praying Venetia swamp will freeze, so that the pesky Boii can *finally* be kicked out :p).


1) If your unit is at start of the turn in terrain affected by bad weather, you have an increased chance to suffer from attrition.
2) During the turn you can not move to certain territories at all (like mountains or alps affected by blizzard, desert affected by sandstrorm) affected by bad weather at the start of the turn. You are still free to move out of those, just not into them.

If you have the smaller but better army, it can be a great time to strike. Frontage will be narrowed and you'll be less likely to be flanked.
