Rome: Velites and Light Horse only?

It is 79 AD and I'm playing as the Macedonians. I'm in my second war with Rome and resolving the battles in FOG II. I've fought three or four battles where the Roman armies are composed entirely of Velites and Light Horse, and this is not just in hilly or mountainous terrain. The last battle was in Moesia Superior (plain). I know that the units have to be converted, but is this working as designed? Playing v1.1.0
