When Do Supply Penalties Hit?

Do they hit at the start of turn resolution or at the end? Say I have an army in a province, and it takes an impulse to get to an enemy army in another province. The enemy army is out of supply. Will the enemy army be hit by an effectiveness/strength loss before I arrive, or will my army have to fight the enemy army at full strength before they suffer?

Supply is checked before movement. If the the enemy in this case is in a position where it can't be (fully) supplied, it will receive the hits before you move there (and thus before combat too).

Slightly related, also bad weather and siege is resolved before movement. So in regards for "hits" delivered before first movement pulse, the order is:
*Hits from being out of supply (or not fully in supply)
*Hits from bad weather
*Hits to besieger from equipment and buildings in the besieged fort
*Hits from siege to the besieged units (breaches are also resolved here)
