I just reinstalled BA2 and Kursk after being away for a while and am a bit rusty, can anybody remind me what these green arrows on top of my units mean?

PS- in low angle view I accidentally discovered a very useful key 'M' that makes the big objective markers less obtrusive, even though the key isn't in the manual's 'Hotkeys' list.
Are there any other useful keys not mentioned in the manual?

Also, are there any useful mods I might like to know about?

I think you’ve already moved these units a first time and they can still move a second time :

Well, it seems that a Green arrow simply meens that the Unit has moved and can no longer move (StuG) or can still move (SdKfz):

Yes after running some tests I think we can safely say that green arrows only appear on units that have moved, it's the games way of reminding us at a glance which units we've moved.
However, the arrow will still appear even if the unit has only moved one square, so it might still have plenty of movement left if we want to come back to it later in the turn..:)

The green arrows are basically representing the "Move Fast" action; if you're playing on Normal or Hard difficulty, you have the option to either have your units "move fast" and allow them to cover more ground or you can have them "hunt/sneak" which basically makes them move at half the usual movement potential, but your units have better accuracy and won't be detected as easily. Playing on easy mode basically removes these two options and just gives you "move" and "dash" (for infantry), basically allowing your units to cover lots of ground yet can still hit things quite easily.

As far as I know this feature has been in the game to begin with but I could be wrong on that, since I don't think the green arrows were present in the first game up until much later (back before there was an option to choose your difficulty settings before the mission).

(I don't know if I just got bamboozled or if I just became "that one guy that ruins fun"...either way, I'm sorry if I come off as being a "smarty-pants", I just have a very bad habit of explaining things in detail and it's either helped me or hurt me in some situations.)

Thanks, I've never been able to work out when it's best to use Dash. I mean, if an infantry unit is running on Dash like an Olympic sprinter won't the enemy be able to see him easier than if he was moving at normal "Move" speed? What do you think?

As far as I know maybe, but suppose in a situation where there's lots of cover, it may be useful for when you need to get a unit to one position from a previous one before the enemy could react accordingly.

I think during dash doesn’t trigger reaction fire. The range of it makes it seem like the bounds between cover/lines that is mentioned in the third my copy of the third edition Partisan Companion.
If the enemy’s fire is heavy, then the partisans move by bounds from one line to another.
It could also represent the dash between buildings that happens in urban warfare
