2nd capital

As civ II one gets a second capital. What do I do with that? Does it come automatically? Where? Or manaully? How? :)
Haven't found anything in the manual. :cry:

its one of the buildings - Summer Palace etc (there are a few variants) - so you need to build one.

For most purposes both regions act as capitals but for a few decisions (corn law etc) only the most cultured one is counted.

Thanks - I guess that the advantages come with the building (apart from having a spare capital).

yes its a lot of loyalty etc (think the different ones give slightly different advantages)
