I have Barracks in the region (in the province where units are built), but units are being built with no XP bonus

As the tooltip suggest 'hold CTRL for details' see the experience value there. Should be 10xp from the barracks (which is still lvl0)

I did that and the CP was 0. I couldn't screenshot with the ctrl pressed otherwise I would have captured the screen too.

You could have a nation modifier with reduced XP... Leaders, goverment and such....

Mauritania has a -10XP modifier, so building a barracks has achieved nothing! I'm really going to struggle to stop Rome western expansion from Carthage now

If you have a province, pile up on military buildings giving XP there, each will count in part.
