Becoming empire, unable to use metal and manpower

Every time I become an empire, I find that the "sell iron and manpower for gold' decisions double the amount sold, which is way more than my empire limit, thus making the options borderline unusable. I appreciate there might be an argument that I need more military buildings (which I think will increase my metal limit?), but up to this point, it hasn't been required for any other use.

Since 2 patches military buildings, at the nation level:
- Boost Military Expertise, which is an essential modifiers if you want good leader and others perks
- Increase the limit in manpower and metal
At the provincial level
- each contribute half its XP to the region recruiting units (the ones in the region provide 100%)
At the region level
- increase drastically XP of garrisons (all buildings)

Do all "red" military buildings contribute to this, including forts etc?

Do any other buildings contribute to this?

yes its all red buildings. The value is 1 point for a level 1 building, 2 for 2, 3 for 3. Since the ideal is a national average > 4 this gives you some idea how valuable pushing one or two regions deep into the military building list can be - and that it really helps to have 2-3 level 1 everywhere (which is feasible as 2 of these don't take an infrastructure slot)

no, no others (I believe) so even things like the master blacksmith that also give experience to new units are excluded.
