Questions regarding DLC purchases

If, let's say, I buy a DLC, what will I get from it? (Other than scenario's from the campaign.) (Scenario editor based question)
It says that I will get, for example: the Panzerkrieg DLC.

It states that it will give me:
"40+ new units, including Tiger and Panther tanks, Ferdinand tank-destroyers and Wurfrahmen motorized rocket launchers, while the Luftwaffe has been reinforced with new aircraft such as the Fw 190 series, Me 410 fighter-bombers and Ju 87 G "kanonenvogels"."

Is that true? Still cant get my head around it. I already have Tiger and Panther tanks...

You may get new Panther, Tiger etc models released in the later DLCs.
Example Panther A-D-G and Tiger E-H and Königtiger.

The thing is, I have the Rising Sun DLC but basically have access to european factions (and what-not), and their units.

I never bought any european based DLC and still have them. Is it just part of the scenario editor?

Also, if I do get to buy them (DLC's),

Example: Buying the PK DLC, and also the RS DLC. Is there like some sort of way to choose your map for your Campaign Editor? Since PK is based in Europe, and RS in Asia, wouldn't there be an option to?

No one really showed me how it works.

The new units are in the different updates and are therefore available in the Editor without having to buy the corresponding DLCs.
You can play custom scenarios or campaigns with the new units without having to buy the corresponding DLCs.
But if you want to play good scenarios in good campaigns that other people know, you need to buy the DLCs.
You can use any image for the map of a custom campaign.

What I meant was official campaign maps, as the European one, etc. I only have the map of Asia (by default), so if I bought a European DLC, how would I change between the two, is it by making a new campaign selector?

Look in the specific campaign folder. There should be a 'map.png' file there.
I support the game by purchasing every DLC. This gives me access to the various campaign maps etc.
Basically you create one campaign folder for each custom campaign.
If you download any of my custom campaigns you'll see that I have copied official stuff for my own use.
