Efficiency loss

Anyone know how much efficiency is lost when a step(s) are lost in combat?

How exactly does this line work?

EFFICIENCY_LOSS_CASUALTY_FACTOR 45 /*Proportional to EFFICIENCY points lost per casualty point*/

Does the above statement mean 45%*(step loss)?
